At the ChannelPartner c.m.x event last week, I spoke about why digital sovereignty has long since become a strategic issue for business, public administration and society – and how system integrators and managed service providers can use this development in the interests of their customers. The more digital our processes, our communication and our value creation become, the more urgent one simple question becomes: Who decides? Who controls? Who shapes? In short: who is the “sovereign”?
At its core, digital sovereignty means the ability to control and shape the digital space. It is the foundation for self-determination, resilience and agency. That is precisely why it is not an abstract political guiding principle, but a very concrete strategic task. Any organization that cannot effectively control access to its digital infrastructures, data, applications and identities loses the ability to act independently.
In recent years, digitalization has far too often been driven primarily by considerations of efficiency and convenience. This has created dependencies that are rightly causing many organizations concern today: dependencies on proprietary platforms, closed ecosystems and individual vendors, often from the United States or China. Such dependencies are a strategic risk. They restrict freedom of choice, make switching more difficult, limit adaptability and make organizations slow and vulnerable.
That is exactly why open source is the central strategic lever for digital sovereignty.
Open source software creates control over code and over self-generated data. It enables organizations to adapt technology to their own needs instead of permanently adapting their processes to the specifications of a vendor. Open source increases the interchangeability of applications and services, strengthens resilience, facilitates collaboration and improves scalability. These are not side effects. They are precisely the qualities that determine whether digital infrastructure remains shapeable – and whether an organization can successfully make use of digitalization.
This becomes particularly clear in four areas:
Data sovereignty instead of data dependency
Data platforms determine whether organizations retain control over their most valuable digital asset. Where lock-ins arise, dependencies, susceptibility to pressure and lack of flexibility grow.
Security requires transparency
In security architectures, transparency, independent auditability and the ability to respond to vulnerabilities independently of the vendor are not matters of detail. They are strategic advantages.
Collaboration needs open structures
In office, communication and collaboration solutions, the key issues are freedom to choose the operator, data protection and open interfaces. Anyone who is trapped in closed systems gives up digital agency and becomes vulnerable to pressure and espionage.
AI must not create new lock-ins
AI applications in particular will determine whether we learn from existing dependencies or build the next ones. Sovereign AI requires control over data, freedom to choose models and the ability to adapt systems to an organization’s own requirements.
At the same time, it would be a mistake to present open source as a short-term cost-cutting program. Downloading and installing software is not enough. Migration, integration, operations, security, compliance and further development cost money, time and expertise. Anyone who justifies open source software primarily through short-term savings misunderstands its true value. The strategic gain lies in control, transparency, vendor independence and the ability to shape technology. And it is precisely from this that long-term economic strength emerges.
That is why digital sovereignty is not decided solely by whether open source is used, but by how it is selected and implemented. Not every procurement of open source software strengthens an organization’s agency in the best possible way. Sustainable provider structures, high-quality support models, a high level of security and a resilient supply chain are essential. If these decisions are not made carefully, one dependency may simply be replaced by another.
Partners and managed service providers can play an important role here. They can build the bridge between open source and operational reality: through strategic consulting, integration, operations, maintenance, security, compliance and knowledge transfer. This is crucial for many companies and public-sector organizations. Digital sovereignty does not arise from merely professing support for open source, but from implementing it in a sustainable and reliable way.
We must also not underestimate the human factor. Technological change rarely fails because of the technology alone. It often fails because the “why” has not been communicated convincingly. Anyone who wants to bring users along must explain, listen, enable training, take frustration seriously and make improvements visible. Users who understand the “why” and feel that they are being taken seriously become the most important allies of any transformation.
My conclusion is therefore clear: digital sovereignty is created through smart decisions – decisions in leadership, architecture, procurement and operations. Open source is more than a technical option. It is the central strategic lever for regaining control and agency in the digital space. Good solutions already exist in many areas. What matters now is using them with determination.
